This is a pocket watch case opener that was a give-away at the 1893 World's Columbian Exposition compliments of the Keystone Watch Case Co.
On the bow, on the Keystone side, is marked, NON-PULL-OUT. In 1891 Edward C. Chappatte was awarded a patent #459,133 (filed for on Aug. 23, 1890 & awarded on Sept. 8, 1891) for a watch bow fastener and it was assigned to the Keystone Watch Case Company. Most likely he was an employee there. This was probably the basis for Keystone advertising a Non-Pull-Out-Bow.
I also added a photo of the front & back of Keystone Watch Case Trade Card. The front has a space for the Jeweler to put his name and address. The back, Keystone describes their case manufacturing process.
