      Possibly the hand crank from a corn grinder, Handle is missing.

      Since its 'cog teeth' don't go completely around its outer edge, it doesn't look like a thing that was ever meant to fully rotate. My guess would be part of the mechanism that opens/closes some sort of large (gate?) valve instead, maybe in a farm or industrial application. Also does kinda look like some sort of (folding?) handle is now missing from it. Guessing it is about a foot across in size??
