Welcome to CW Dutchdancer! :^D It looks like a "C" Tuning Fork is in there, might be tools for tuning a music instrument.

That is not a tobacco pipe . It is a holder for smoking a cheroot , a short cigar .
Nice little ensemble. Is it a tuning fork or a guard for cleaning brass buttons ? I love the pipe/charoot holder.
