It is some kind of chime. The Card on the back Identifies it as Sydney Martin Luthier. Sydney also Authored the book

I wouldn't think offhand it is a 'door chime', but rather an example of some kind of small (slightly obscure) musical instrument. "Luthiers" are craftsmen who specialize in making wooden stringed instruments (guitars and violins often, also things like dulcimers, etc) and I'd lean much more towards this being something like that. Can't say I've ever seen anything like it either -- but that'd be my (total) guess.

      A wind-chime.

Back in the 1980s, I had a door chime almost identical to this. Any movement of the door caused the “music”.
I loved it. My son hated it because it made it more difficult to sneak in or out of the house.

My granparents had one exactly like this on their Door so you could hear if someone came in. This is not a musical instrument. It would be very hard to be exact with the palls haning loose from the strings.....

Now you have me thinking of digging mine out of the attic and putting it back on a door. It make a pretty little sound!

Apparently this is known mainly as a door harp! I hadn't seen one before your post. It looks charming and I'll bet it sounds fantastic. While I couldn't find one exactly like yours, here's one that's a little similar:
