Help/Verification Needed Mosser White Cut to Amber Decanter Set

Hi everyone. Today I have this decanter set that I think is Mosser circa 1900? It is white cut to amber with painted flowers. The stopper is etched "32" on it's base and the inner neck of the bottle is painted the number "26". Was this just for matching stoppers to bottles or is there more to it? I have seen an example or 2 that the numbers matched. Also...What is the closest year of manufacture? Thanks everyone :)
