Cloisonne Water Bird

Not sure what type of bird but I'm guessing a stalk.
Found him at the local Sallies shop, they have a cabinet where they put more valuable items in for a silent auction.
Not sure what happened here as he missed the cut and was just on the shelf for a low amount, I thought he was better than anything in the auction cabinet. Admittidly he was very grubby and took a while to clean.
Quite a tall fellow 335mm high.
