AN ANTIQUE, CIRCA 1890, OIL GONE WITH THE WIND, OR PARLOR, LAMP BASE. THE BODY IS A JAPANESE SATSUMA POTTERY BOWL WITH FINELY DECORATED PANELS EACH SIDE. I PLAN ON RESTORING THIS TO A LAMP BUT IT MAKES A NICE VASE ALSO.

Leave it as a vase I say!!
Very few people use kerosene fuel banquet lamps these days so it's a more useful piece as is.
Has it got a marking anywhere on the base?
Also, does the actual body of the pot itself have very fine, crackling-like effect to the glaze? (If it were anything else you might assume it was crazing).
The reason I ask is because "true" Satsuma always has an almost honey coloured body with very fine crackling to the base glaze. It is very likely that this may be Satsuma style decoration on a Kutani or Arita vase, either way I think you're spot on with your date of Circa 1890
