Victorian condiment/sugar bowl?

Another condiment bowl or could this be a sugar bowl? This one isn't "uranium glass" although if you put it in a perfectly dark room and shine a UV light on it there is a green glow, like a lot of glass in these cases just to give the item a bit of zing in the light. Got this cheap at a place that isn't normally, no accounting for some peoples taste I love it. The metal tray is EPNS as is the spoon but no other distinguishing marks unlike my last one. It must have actually been used a lot as the silver plate isn't in as good a condition as my earlier post but still shines up.
