These were a fad that flopped quickly
Who made them?
Take the cap off and look at the main pen, should be written on the metal band that is hidden by the cap when it is on.

Nope, nothing written anywhere
Its very similar to some of the ones that I collected in the 1990's and very few were marked. I collected the egyptian ones they made specifically.
