      the 'Genoese' pattern was originally made my Dalzell, Gilmore and Leighton Glass Co. cc1893; AKA for the pattern is Eyewinker. Several companies reproduced the pattern in various forms. Your 'Eye Winker' spooner is by Mosser and is still in production in various colors; not sure when this color may have been made.
