I bought this at the same time I bought my David Andersen owl brooch. I've looked online and have found numerous versions of this set. Some by Hans Jensen, some by Herman Hooikaas, some unmarked and still some that say "Made In Holland".
Maybe 1930s? Maybe 1960s? Maybe neither? Since it says "Made In Holland" I assume this was an export item.

I didn't see these in the 60's. My dad carries a plastic comb. LOL
OGF - Repousse is the way the design was made - raised off the surface, as in relief.
