Found this at a garage sale. I think it is a tool of some sort. The dragon is hand carved from horn and is curved perfectly to fit in palm of hand for slicing. A fishing tool maybe for cutting ropes, nets, lines? The blade is one inch wide.
Maybe a pencil sharpener.
wild guess...shaver?

looks like 1 of the old school pencil sharpeners to me too. but im highly doubting it. why would one build a hand carved horn pencil sharpener ?
yeah i thought the Chinese are more into their ink and brushes than pencils

Thanks for all of your responses. At the cottage with sketchy Internet. You can see where the blade has been sharpened on an angle.
No problem, so sorry we couldn't really figure out what is this though. looks nice as a decor piece nonetheless:)
