Recently picked up this interesting item yesterday that appears to be of William Harley and Arthur Davidson. The image seems to be older and the frame is antique but may not original to the artwork. I'm not sure of the medium but can see the Harley-Davidson lettering was hand painted.
Any feedback would be highly helpful.

It almost looks like a charcoal portrait. If it smudges when touched, it is. (So don't touch the faces!)
SpiritBear - I think you're right...it has a sprayed coating over it. It's interesting and can't figure out an age or why someone would create this portrait.
I tracked down photos of the two, and they seem to match this perfectly. Can't even guess at the age of this.
