Hi ryan86, in case you're simply wondering what this thing *is*, it's an old 'truck recorder' -- a thing which would have been attached to the axle of a semi truck (or more often its trailer, since they lack their own odometers etc.) which would have had a round paper 'chart' within it, to record the motion/usage of the truck or trailer it was installed on over a period of time.
