This unusual little vase sits in a plated brass holder. It's just 3" long overall and 3" tall. It's been identified elsewhere as being by the Stourbridge firm of Thomas Webb, date 1880-1900.

Thanks DejaVu2, elsewhere I've seen a pair of similar ones complete with spoons so I now think it's a salt.

The formation of the top petals suggests Thomas Webb - almost like a signature! The petals are always an even number - six in this particular example.

Thanks Russell117, Thomas Webb does seem the most likely.
