Western Electric candlestick telephone. It is dated 1915 although that does not necessarily mean 1915. 1915 would be the first year or patent date. A phone like this would need a ringer box with a hand crank.
I have no idea if it works, I have no land line. It is missing the cord that connects the ear piece.
