I believe this is a late Victorian hand-painted Porcelain brooch. I don't think is anything special because there seem to be tons of these kind of pins out there. I like the forget-me -not flowers though. I believe they have a symbolic meaning, like many things in the Victorian times.
I would not wear a brooch like this but I would surely like it if I would get one from my kids.

It's pretty Freiheit maybe just a remembrance brooch since it isn't black like most Victorian mourning jewelry.
