Unusual ceramic Porron or wine pourer which I am unable to identify. There is a mark that says TV8 but other than that I am stumped, any ideas of how old or what this funky little thing is?

Sorry for the possibly dumb question, but is this a hollow thing that holds wine inside, or does it somehow hold the bottle of wine??
Not a dumb question at all, I thought it was a bud vase at first glance! Yes it is hollow and I assume for wine. I have not seen another one like it and really would like to know what/where/when. Cheers!
