Here I am posting another Loetz vase with pulled handles. The change in color from manipulating the glass to form the handles is somewhat similar to the piece shown on pages 138 and 139 in Neuwirth's "LOETZ AUSTRIA 1900". I am assuming that it is Cisele but am certainly open to other suggestions. (2004)
