This is a vase from about 1950 designed by Toshichi Iwata.
It has some usual characteristics of his work, including the pulegoso white glass and clear case, but it is not a style I have seen from him before.
The burgundy glass additions have been moulded into a ribbed pattern prior to adding and pulled and cut to give the fan like ends.
It has a bit of an early Beranek look I think, but with Iwata's own take.
It came in a battered presentation wooden box, and there is some damage to the bottom of the burgundy additions, but I'm still happy to have it.
    Height 18cm
