Love these cases, practical and beautifully crafted.
It looks to be an apostle spoon. Just because there are no hallmarks this doesn't mean it is 100% silver plate, it could have worn hallmarks, or it could have a hallmark somewhere which has been misse...

Thanks :) Yes you are correct the finial is surmounted with a collet set lapis lazuli.
