This décor appears on one of the Welz décor information sheets. I did have a bowl on blue legs in this décor but let it go in a swap. It's not a commonly found décor so for one person to find examples of it twice is quite surprising!
It's quite thin glass but three layers, inner blue, middle yellow and white spatter and clear outer. The green legs are UV reactive.

It does,Ivonne. and in places mixes with the blue to become almost green.
