This bowl is probably the product of Harrach's glassworks. The Passau Glasmuseum features 2 vases with the same decor in the Harrach Exhibition. In the literature, however, I did not see this decor related to Harrach.
I think it is a Loetz product around 1897-1898. This my opinion is based, on the one hand, on the visual similarity and the way of execution and, on the other hand, on the similarity with the PN I-7068 (see 3th photo). The description of this PN is: "Candia geflecht mit Altsilber" (in english: "Candia braided with old silver"). For comparison, Martelé with Candia Silberiris (PN II-6248, ca 1908) - see 4th photo.
I hope your comments on this post will help clarify the origin of the bowl.

Is it correct that this particular foot attachment is unique to Loetz? I seem to have read that somewhere...
Of course, it can also be Kralik. This seems more likely to me than Harrach.
Foot connection is analyzed at loetz.com Early Loetz production 1880 - 1897 by Dr. Kai Hasselbach - Examples 64.01-64.10. Here, however, it is stated that, in addition to Loetz, Harrach's glassworks were similarly used.
At the time I visited Passau in 2006, i saw a piece in this decor classified as Kralik.I'll post for those interested.
I again reviewed my PGM photo from 2012. I did not find anything like this at Kralik part. Only at Harrach are 2 identical vases with the same Decor. But there are transfers between expositions of individual glassworks.
On Alfredo Villanueva's website the vase with this decoration is presented as Loetz Nautilus. (vase on the right - it is the same vase that is in PGM at Harrach exhibition). see:
