This is an uncommon décor but it has been found on the tri-lobed heart shape so definitely Welz. It is also uncommon in that it features the base construction where the glass is pulled in, then sealed off. That can be seen inside and out. Image four shows the same construction on a Harlequin Honeycomb bowl.
